Biography Sigal

Sigal Alexander Isakovich is a leading Ukrainian scientist in the field of thermal power engineering and protection of the atmosphere from pollution. He is the author and developer of the basic operating methodologies taking into account the environmental pollution of nitrogen dioxide and greenhouse gases in the combustion of various types of fuel in boilers. It is precisely the use of these techniques that allowed Ukraine to already receive more than 10 million euros of investments in the JI projects sector and to file documents for another 100 million euros of investments. Developed with his participation and under his guidance, heating boilers and heat utilizers provide heat supply in a dozen large cities of Ukraine. And studies on the influence of water molecules on combustion processes in boiler units are the first in the world and have been developed in numerous scientific papers of the last decade.

Sigal Alexander Isakovich was born on February 8, 1955 in the city of Kiev.

In 1978 he graduated from the Kiev Polytechnic Institute, received a qualification of the engineer-heat engineer in the specialty “Operation of thermal and nuclear power plants”.

Until 1983 he continued his education at the postgraduate study at the Institute of NIIPromgaz, Moscow. In 1985 he defended his thesis for obtaining a Ph.D. degree in Leningrad Engineering and Construction Institute.

He began his career at the Institute of Sanitary Equipment and Equipment (NIIST), Kiev, where he worked as an engineer, senior engineer, and research fellow.

From 1987 to present – a researcher, senior and leading researcher, head of the laboratory, head of the department of thermophysical processes in boilers of the Institute of Technical Thermophysics of the National Academy of Sciences of Ukraine. The main scientific work of the department is aimed at studying combustion processes in boilers, chemical kinetics of the formation of toxic substances during combustion of fuel.

Since 1992, he has been the founder of the Institute of Industrial Ecology, where he worked as Deputy Director, and since 1993 he has been working as Director.

In 1985, Sigal O.I. The methodology of calculation of VAT norms for boilers up to 3.15 MW was developed, which was approved by the State Committee for Hydrometeorology of the USSR.

Under the scientific guidance of Sigal O.I. water boilers of type КВВ and КВВД, including A water-tight water-tube boiler KVB-2.0Gn was developed that was certified in 2003 and recommended for serial production; the world’s first water-tight water-fired boiler KVVD-0.63 in 2004 was certified and recommended for serial production; A multi-purpose heating plant with a heat output of 1 MW was developed, which is produced by Budmash, Pryluky town. They also develop burning devices and methods for increasing the efficiency of combustion of fuel in obsolete boilers. The design of the heat utilizers developed by him can save more than 7% of natural gas.

During 30 years of work modernized boilers operate in the cities of Kyiv, Luhansk, Donetsk region, Vinnytsya, Zhytomyr, Khmelnytsky and AR of Crimea; Heat utilizers are implemented in Kharkiv, Zaporozhye, Chernihiv, Donetsk Oblast, as well as in Russia and Lithuania; developed methods and units for reducing environmental pollution introduced at Kashirskaya TPP, Dzerzhinskaya CHPP, Perm CHP (Russia).

Under the development of Sigal O.I. introduced more than 100 units, which today work in the heat power of Ukraine.

In 2004, for his work “Technology and equipment for complex modernization of production and supply of heat” was awarded the title of laureate of the State Prize of Ukraine in the field of science and technology.

In 2000-2005, he was a co-author and ideologue of the first Ukrainian project to rehabilitate the municipal heat supply system by reducing greenhouse gas emissions to the environment. Total under the direction of Sigal O.I. More than 30 JI projects have been developed, most of which have been carried out transactions of emission reduction units (about 14 million tons of СО2eq.), as a result of which the enterprises of the country received significant target irreversible investments in their activities.

Sigal O.I. is the author of more than 155 printed works, including 3 monographs and brochures, 25 certificates of authorship and patents, is a member of the editorial boards of several journals, a specialized scientific council and a scientific and technical council of the Association of Heat Power Engineers of Russia. He is a co-author of the Energy Strategy of Ukraine and co-author of the development of regional programs for the modernization of municipal heat and power engineering in the regions and cities of Ukraine.

For over 20 years, Segal O.I. is the scientific leader of the annual international conferences “Problems of ecology and operation of energy facilities”. (active link)

From 1998 to 2004, Segal O.I. Since 2004 he is Vice President of the International Association of Thermal Energy Companies “MATEK”.

Sigal O.I. – Certified Energy Auditor, Environmental Auditor, International Verifier and Technical Expert of the Ministry of Housing and Communal Services of Ukraine, Honored Worker of Housing and Communal Services of Ukraine since 2005
